PREFACE

The Constitution of the Alumni Association of CoF-Raha, Assam will act as the main driver of the activities of the Association to be taken up as it starts its journey. It will also embody the wishes and aspirations of the members of the Association, the Alumni of the Colleges of Fisheries of Assam.

Alumni Association of CoF-Raha, Assam is a platform common to all the alumni that would link them with their alma mater, their temple of learning. Where ever in the globe they go for professional pursuit, their alma mater will position itself in the core acting as a guiding force and as the source of pride and inspiration. The alumni of the College of Fisheries Assam aspire to strive for professional dignity and excellence to better shoulder the social responsibilities.

In this context that the Alumni Association of CoF-Raha was formed by the alumni and the Constitution was framed accordingly to meet the desired goal incorporating in it clear unambiguous objectives details of compositions general body, executive committee and their duties, responsibilities and functions and also imbibing different rule and procedure and other important aspects after through deliberations at appropriate level.

The Constitution as framed now, is expected to evolve further in due course of time since the Alumni Association of CoF-Raha, Assam itself is also dynamic. Provisions of amendments are therefore intrinsic to the Constitution. This Constitution is also in fall an amended one. The job is done by a Committee constituted by the Executive Committee as desired by General Body of the Association.

The Constitution of Alumni Association of CoF-Raha, Assam reflects the collective wisdom and aspirations of all the members, and obviously the onus of preserving the sanctity of the constitution is on the members-the alumni of College of Fisheries, Assam.

CONSTITUTION OF ALUMNI ASSOCIATION OF COF-RAHA, ASSAM

1. Name of the Association          : Alumni Association of CoF-Raha (AACoF-R)

2. Area of operation                       : Assam

3. Head quarter and office            : College of Fisheries, AAU Raha-782103, Nagaon, Assam.

Objectives :-
» a) To form a nucleus of the College of Fisheries Graduates for their all round development and welfare.
» b) To encourage professional brotherhood and promote the study of Fisheries Science for the welfare of fisheries and human.
» c) To help in maintaining professional standard and competency by holding discussions, study classes, seminars and publishing leaflets, booklets, bulletins, magazines etc.
» d) To address fish and fisheries related issues during natural calamities such as flood, earthquake, epidemic etc.
» e) To purchase or acquire on lease or on hire or by gift or otherwise any tangible property and any right or privileges necessary or deemed convenient for the Association.
» f) To help in liaisoning and establishing cooperation between Fisheries educational, research and extension institutes, Govt. departments, Industrial houses and the related institutes for mutual benefits.
» g) To encourage and appreciate outstanding alumni professionals and felicitate them.
» h) To do or cause to be done all such other things as are incidental and decisive to the attainment of the above objectives or any one of them.
The Association will have the Chief Patron and Advisors to guide and help the Executive body from time to time.

Chief Patron:       The Vice Chancellor of Assam Agricultural University of which College of Fisheries, Raha-782103, Nagaon, Assam is constituent.

Patrons:               Dean, College of Fisheries, AAU, Raha & Director, Department of Fisheries, Govt. of Assam.

Advisors:             All Heads of different departments of Govt. of Assam and Indian Council of Agricultural Research (ICAR) working in the state Assam dealing fisheries as major or minor field.
5. Members :

A graduate/Post graduate ex-student of College of Fisheries of Assam Agricultural University, Raha in Assam may become a member of the Association by applying in a prescribed form (Appendix-A).

6. Categories of member :

1)Founder Member:    The Alumni on whose interest and initiative, the Alumni Association was formed will be regarded as Founder Member of the Association. They will get all privileges as life member. However, they will have to pay the prescribe fee for life membership.

2) Life Member:            An Alumnus will be eligible to become a life member by paying the prescribe fee.

3) Affiliated Member: All the Faculties of the College of Fisheries, AAU, Raha irrespective of their discipline who is not alumnus of the College but works in the College shall be eligible to become an affiliated member of the Association by paying the prescribed membership fees. Such member shall have no power of voting and cannot become the member of the executive committee.

7. Membership fees :

A) Life Member : Rs. 5000/- (Rs. 3000/- for retired person)

B) Affiliated Member : Rs. 2000/-

C) Annual Member : Rs. 500/-


8. The General Body:

     The General Body shall consist of members as defined in clause 6 of the constitution. The term of General Body shall end on the date of election of the next Executive Committee.

Function of General Body:

(i) To approve the Report of the Secretary General for the previous session.

(ii)  To approve the audited accounts of the Association for the previous term and to approve budget estimate for the next term.

(iii)  To elect new Executive Committee for the next session.

(iv)  To consider matters of interest of the Association and to adopt necessary resolution.

(v)  To consider amendment, if any and to frame Rules – if necessary.

9. Annual General Body meeting:

An Annual General Body Meeting will be held as a get-together and to discuss the general development and for conferring the awards from the AACoF-R.

9. (a) Extra Ordinary General Body meeting:

An Extra-ordinary General Body meeting may be convened by the President/Secretary General to discuss and dispose of any matter of exigency with 20 days’ notice mentioning date, time, venue and agenda. No other matters shall be discussed at such meeting except the Agenda mentioned.

9. (b) Requisition meeting:

Ten (10) Executive members or 30 (thirty) General members can give requisition for General Body meeting.

10. Quorum:

Quorum of the General body meeting shall be 1/3rd of members in roll. However, no quorum shall be necessary for an adjourned meeting.

11. Discussion and Voting :

All matters at any General Body or Executive Committee shall be decided by majority votes. Votes may be taken by voice or by raising hands as may be decided by the President. In case of equality the President shall have a second option for casting vote. Voting by proxy is not admissible.

12. Executive Committee:
(A) The Executive Committee shall consist of the following:-
President 1 (One)
Working President 1 (One)
Vice-Presidents 2 (Two)
Secretary General 1 (One)
Joint Secretaries 2 (Two)
Treasurer 1 (One)
Members 11 (Eleven)
Ex-Officio Members 2 (Two)
The immediate past President and the immediate past Secretary General

No Office Bearer or Executive Committee member shall be elected in absentia.

(B)The President and the General Secretary, College of Fisheries Students’ Union shall be the permanent member of the Association by virtue of their office.


13. (a) The term of the Executive Committee shall be 3 (three) years.

(b) The Executive Committee shall meet once in 4 (four) months.

(C)Any executive member remaining absent in three consecutive meeting shall cease to be a member of the Executive Committee.

14. Quorum of Executive Committee Meeting :

⅓rd  members of the Executive Committee shall form quorum of Executive Committee meeting. No. Quorum shall require for an adjourned meeting.

15. Function of the Executive Committee:

(i) To convene General Body meeting and to approve annual/ session report of the Secretary General and also to approve the audited account of the Association for the session/ year as the case may be.

(ii) To see that the records and accounts of the Association are properly maintained and the conducts of business are smoothly done.

(iii) To receive contribution, donation, loan from any person or persons, Organization, Financial Institutions, Agencies, Nationalized Banks etc. for development of the Association and to purchase or to acquire land for the use of Association.

(iv) To frame policies, draw plans and to execute the policies of the Association in proper way.

(v) To perform any other function conducive to the development of the Association.

(vi) To appoint one qualified Auditor or Chartered Accountant for auditing the a/c of the Association and to prepare Balance Sheet.

16. Expulsion of a Member :

The Executive Committee may expel a member if,

(i) He or she acted in a manner unbecoming of and detrimental to the interest of the Association.

(ii) He/ She have been convicted of a crime involving moral turpitude or has a legal litigation pending against him/ her in any courts of law.

17. An expelled member

shall have the right to appeal before the General Body meeting against such action.

18. Ceasation of Membership :
Membership of Association shall cease –

(a) On death

(b) On resignation subject to acceptance by executive committee and clearance of all outstanding if any.

(c) On expulsion from Association.


19. Casual Vacancy :

(a) If a vacancy arises to the post of President, the Working President shall act as President for the rest of the period. This procedure shall apply in case of Working President and Vice-President as the case may be.

(b) In case of Secretary General, the executive committee will decide amongst the two Senior Joint Secretaries who shall hold the office of the Secretary General.

20. Notice of Meeting:

In case of General Body meeting 30 days notice and in case of Executive Committee meeting, 20 days notice shall be required. An Emergent Executive Committee meeting may be convened in 24 hours Notice.

21. Duties of President, Working President & Vice-President :

(a) President shall president over all meetings of the Association and in his absence the Working President shall president. In absence of the Working President the Senior Vice-President shall preside.

(b) The President shall be responsible to look after the activities of the Association.

(c) Working President shall perform all duties of the President in his absence and other functions assigned to him by the President.

(d) Vice Presidents shall be assigned responsibilities by the President as and when necessity arises.

22. Duties of Secretary General :

(a) To issue notice for General Body, Executive Committee and other meetings.

(b) To maintain all records of the Association and shall be the custodian of all assets of the Association.

(c) To execute decisions of the General Body and Executive Committee meetings.

(d) Secretary General shall distribute duties to the Jt. Secretaries for smooth functioning of the Association.

(e) The Senior Joint Secretary shall perform day to day functions of the Secretary General in his absence.

(f) To intimate renewal of membership in time promptly.

Duties of Treasurer:

(a) The Treasurer shall be responsible to maintain all records, Cash Books and Documents pertaining to the accounts and financial matters.

(b) Treasurer shall produce the audited accounts before the Executive Committee and in the General Body meeting.

(c) Treasurer shall keep the Secretary General informed the upto date position of the fund.

24. Fund:
(i) Source of fund

(a) Fees from members

(b) Donations as defined in Clause 15 (iii)

(ii) The fund of the Association will be kept at a Nationalized Bank in the form of SB A/C, fixed deposit etc. As may be decided by the Executive Committee.
(iii) The A/C shall be operated jointly by the Secretary General and the Treasurer.
(iv) The Secretary General may keep at hand a cash of the Rupees Five Thousand (Rs. 5, 000/-) for day to day expenditure.
25. Official Year:

The official year of the Association shall be from 1st January to December 31st of the following year.

26. Legal Affairs :
(a) The Association shall have a flag and an emblem.
(b) The Courts in Guwahati shall have the jurisdiction over all legal affairs of the Association.
(c)) The Association may sue or may be sued in the name of the Secretary General.
27. Amendment of the Constitution:
(a) Any individual member or group of members may move a resolution to the Executive Committee for amendment of any Clause of the Constitution stating reasons and the proposed amendment.
(b) After the resolution is adopted at the Executive Committee meeting by one third members, the resolution will be placed before the next General Body meeting for consideration and decision.
(c) The General Body shall have the power to amend or rescind any provision of the Constitution by 2/3rd majority of members present at a meeting.
